For internal policy, the problem was not that he denounced Stalin only in a hurrying way, but he distanced himself from the old guard & bureucracy of the party, who were pretty experienced, educated and faithful compared to members he sided with. His successors had even worse a bureucracy.
For economic policy, he surely had not the same planning zeal and growth rate under Stalin, but he kept most of the things same, though keeping things the same as the time goes may be a negative thing.
