Hobbes & Tempest Shadow are more accurate: people revolt either when it is opportune or when their discontent foments from personal harm to them directly as to kill them. –They don't really care if USA is bombing and killing other people far away or if others they barely know suffer–and they'll bring up the suffering to take advantage of it against their opponents to shame them, not out of compassion for the suffering.
