Their own air force, EW, detection, stealth capabilities, etc. are all significantly inferior to the US and Israel. That's why they rely on ballistic missiles as their main deterrent rather than trying to actually repel the bombing. China by contrast has a modern air force and air defenses of comparable capacity to the US.
