"Psychoactive" doesn't automatically mean "intellectual boosting". Methinks psychedelics only amplify ones subconscious.

Native Turtle Island people weren't hunter gatherers. There was extensive development and agriculture in most areas, but when the population started collapsing after exposure to old world diseases most of that was lost. The people groups who were genocided directly by settlers were effectively living in a Mad Max post apocalypse version of what the previous cultures were. Conquistadors came for the peoples in Latin America quicker than the English and French did up north so they actually got to see some of the old civilizations before they collapsed.
