Maybe. I think people generally view minors as an impediment and only really want them to be trophies to be paraded or objects of hate to ridicule and blame for the worlds problems or things that should stay in the corner and be quiet. I think this has generally been the attitude throughout history but in the past especially before millenials and those who've come after their was an expectation that they'd one day become fully functioning adults with their own autonomy and so it was alright to let them explore the world and learn in order for them to be able to grow up.
