Franco held on power for a long time and Spain immediately left fascism the minute he croaked(please DO argue whether or not Spain really left fascism after Franco)

true, but if one is "really bad" i don't think they would be supported by anyone enough to carry out (execution) orders, and thus wouldn't come to power in the first place
unless by "bad" you mean not "nonfunctional/counterproductive/useless" but "does things which can be seen as morally bad", if it's the latter then the things i wrote above don't apply i suppose
