Communism is about getting rid of sex. The less sex you have the more communism you have. It's simple math
Communist China makes the right decisions. This tax affects the socialist industrial condom producing entities, not the consumer. Taxing condom is the correct line in Communist free market because its painless way to reduce economic allocation to condom production in order to prevent waste in condom production.

Anyway if you're paying even a little bit of attention, all countries in the world are trying to come up with ways to counter the declining birthrates which will collapse their productivity and need to be counterbalanced by at the very least finding ways to charge more from the childless.
