Making everyone AGP/APP is probably a valid strategy to encouraging fitness in a population.
The current approach society seems to go of shaming people just results in a feedback loop of self-esteem. Whereas wanting to look like an anime character so people think you're hot is an actual goal you can at least approximate.

No it is fucking not. Anime characters are not supposed to be realistic goals to achieve because it's a fucking cartoon not trying to emulate reality. Convincing people they can look like anime girls if they try really hard will just lead them down the path of even more self-loathing and dysphoria causing them to give up completely when they inevitably fail to reach their goal.
