The State is defined by its monopoly on violence which used to require hierarchy made from humans. When you replace armies with autonomous systems then that hierarchy becomes obsolete. The state dissolves into whoever holds the admin keys to controlling this machines.

Right now rulers of the state have to negotiate with citizens and hierarchy of state apparatus itself to stay in power. There is a balanca of power that contain rulers and prevents them from stepping over certain lines without losing power. This true both in dictatorship and democracy. With AGI and unmanned weapon systems this balance of power ends. You aren't ruled by laws anymore because there is no need for laws. You are at complete mercy of this admin or admins who can kill you and your entire ethnic group if they feel like it.
