I haven't read Marx or anything but i have a lot of experience working at warehouses and food processing (mostly fishe)

In Cuba works similarly where there's local and national warehouses iirc; but my idea is that there'd like federal warehouses and communal warehouses and just the same way items are distributed between warehouses to food banks and markets they could still be distributed to the former store owners for convenience, but instead of currency they now take vouchers/party cards where every user gets a base ration (including a little extra for snacks (in your birthday you get extra snack points)) these expire so there's no reason not to use them even if you wanna stockpile on snacks.

family units are registered and their rations are increased accordingly, there is a 3 children limit per household, breeding any more will cause an audit in which the family has their income more regulated, parents have to go into a sexual education seminar and children get sent to boarding schools, where the school teaches these children to ration for themselves with their own voucher cards, they can go back home every weekend and use their own income in their home towns.

If it was up to me OP I would let a county or small town try this idea out first mostly just to see how it goes as a case study of sorts. Also in my state the liquor store is actually nationalized and that seems to be run pretty well. There are always well stocked with a good variety in terms of product and price as well as basically subsidizing stuff manufactured in the state. Employees are always relaxed,store is very clean and even has plaques about the history and ingredients of different alcohol types that make the whole enterprise not too dissimilar from a museum where you purchase the artifacts. I don't even like drinking at all and always tag along with my friends who do to learn about Alcohol.
