if we talk a bar ICE no disscussion, they are better fed, actually taller by modern age standarts whereas ex-freikorps and ex-italian armies spent months hungry in the trenchies or in the isonzo river, each ICE member could individually eat the blackshirts, smash them against bottle or tables
but if its a street brawl blackshirts obviously, that's Squadrismo territory, their entire units were dedicated to mob works and bashing communists (which back then meant any man not willing to work in a landowner's farm for pennies) in the streets, they actually have experience with co-ordniation, even if ice has walkie talkies you can see them in many videos struggling to run or overpower other men with handcuffs and no guns
