He operates a proxy service that lets people post on 4chan with new IPs every time to ban evade and embed hidden files, so people use that to share child modeling images on /g/ and /tv/. Basically the mods have basically been playing whack-a-mole for like 6 or 7 years with him and then his proxy service and I think forcing a wait for 5 minutes for new IPs and now forcing spur.us are a nuclear options.
