I call this move - Great Filibuster. The move for wasting time.
It works for this exact situation on a long game. You get your king purposefully stuck like this, and because its not a check, you sit there and waste the opponent's time.

It is not considered a check, so use wisely on a long game. This guy? I wasted like 15 minutes of his life. I should've done half an hour or more.
