To a degree yes but also a lot of voters prefer stupid candidates because they speak at a lower level. Most Americans read at a fifth-grade level or below. Those kinds of Americans perceive someone who's actually educated and speaks at a higher level to be elitist, untrustworthy, and hard to understand.
