Think about it, if there are aliens, you will need those atomic bombs and much more. It would be a guaranteed space frontier.

Time travel is much more dangerous because it is purely speculative, but not having it banned doesn't mean mishandling it, it could be permitted for special conditions only.

The same for mind reading technology - it being not banned doesn't mean that everyone will have their minds read, it just means it has to be used responsibly and with consent. such as persons voluntarily getting connected to eachother.
