How can i make a miniature emp blast, or something similar?

I need it to piss off my step-brother: he’s a little (soon to be) failson chud that stays up too late playing shitty videogames so i want to be able to shut them off without arousing suspicion (by turning off the internet/turning of his power at the fusebox)

circuit breaker, hit which ever, it will just work.

Dumb and stupid idea, just log into the router admin panel and block his adress
