Not necessarily. You can plan an ideal society without evoking morality, i.e., "society should be like this because it's in my self-interest".
And even if it weren't the case, none of this entails that drinking a glass of water is "morally equal" to sex. What does that mean? What is the moral value of drinking a glass of water?
