You can recruit peasants into your party if I recall correctly which is essentially the same thing. But you're mostly correct the NPCs on their own don't really have much agency other than unaffiliated brigands wandering the map. But mount and blade generally isn't played for the base game, usually for the mods.

to be fair that was the result of most successful peasants revolts, and the vast majority of peasants revolts weren't even successful.
