Home owners association, a silly word for people that wanna use fedi like twitter and abuse fediblock with defederation by association with other instances they've defererated with, like how the HOA would hassle ya for following someone that did something bad on twitter. They ignore the full set of tooling available and end up in a very small, homogenous archepelegio of too-big-to-moderate instances that give people trying it for the first time a bad first impression.

It's more than that though. Some sites like twitter are basically unmoderated, so the users end up becoming jannified in themselves trying to create a moderated pocket using user-end tooling. Then they get to an actually moderatable-at-scale space like fedi but they keep the mindset that they'll have to keep using the block button for everything, and keep blocking by association for risk mitigation when that just isolates your instance on a federated model and eventually leads to overcrowding on single instances with people trying to remain in contact with that crowd, eventually leading to unmoderatability.
