you don't. that's the whole point of drones is to attack and terrorize civilians who have no anti-aircraft defense capability and no way to defend themselves. you go outside to get the mail and an RC plane blows you away and hundreds of miles away some pimple-faced teenager sitting in front of a videogame console laughs at you with doritos in his mouth and doesn't even think that it's real. all you can do is live in the sewers at this point.

• Corners: Watch your 90 degree corners.
  
• Cover: The sky is the enemy. The more material between you and the sky, the better.
  
• Retreat: Do not investigate the dead or search for bodies, lest you be struck in the double tap or triple tap strike.
  
• Scatter: Crowds are bad. Be spread out.
  
• Self Control: If you heard it, it was not meant for you. Therefore retreat and don't move. Turn phone to airplane mode to make them think all radios (hence people) are dead.
  
• Digging: If you try digging people out of the structures, I lack any knowledge on how to do that, but you can and people do. Maybe you will need powered equipment or vehicles in order to do that.
  
• Hard Kill: Active interception is unlikely and deeply illegal.
  
• Soft Kill: Radio Jamming of large 20ft aerial drones is not only illegal but also not technically feasible as directional antennas are aimed from the 10KM high drone to the satellite in the sky.
  
• Synthetic Aperture Radar means you can't hide during the fog or the storms as it can still see the ground.

real life isn't like hitscan video games where shooting something at a much higher elevation than you is the same as shooting something at ground level. you aim a gun at a high angle to try to hit some object that is 500-1000 feet above you, your gunsights/optics and all of your instincts and reckonings about distance and bullet drop and wind drift and leading the target become useless because you have no common ground reference to gauge distance and the geometry of the bullet arc becomes counterintuitive and wind speed increases significantly with altitude and in the case of aircraft the target is also probably moving really fucking fast and you have no sense of its speed or distance because it's in the sky and there's nothing around it that can be a useful frame of reference. there is a reason why the military had to invent special guns specifically designed for ground-to-air combat and why they were just dumb brute force fragmentation weapons designed to simply blanket the sky with tons of flying metal and shit hoping to hit something.

even the us and other high-tech military nations don't really know how to defend against drone attacks and are actively trying to figure out solutions. it's sort of led to a resurgence of interest in directed energy weapons research, particularly laser and microwave weapons. a very small very fast flying object is practically invulnerable to ballistic weapons, like trying to shoot a bullet with a bullet as the saying goes. hitting it with a laser beam or microwave pulse is a lot more feasible but reflective coatings and shielding could make the drones resistant to those kinds of weapons as well.
