Cat facial structure easier to draw since there's more form to it, you don't have to guess as much where the facial features go, while human enough it doesn't look weird in motion. Also as prior stated in the thread, some humans do have a bit of an extrusion going on there, so only extruding as much as a cat's snout is entirely within reason.

Because we sorta do, anime just exaggerates it a bit. Look at any illustration guide book and you start by essentially carving features in a round oval.
