Capitalism developed first in the West and drove an increase in the productive forces of the West. The West therefore experienced more technological advancement and economic output. Prior to that the West and Africa were similar in technological development. Capitalism eventually led to a push outwards for profit, i.e. they expanded to colonize. Mind you that these regions were not treated the same so they were not affected the same, but I digress. Through colonization they have built a position of power over colonized regions which past the formal end of colonization (1950s to 1980s) was of use to continue to subvert and control other nations for the same reasons as during colonialism; exploitation and profit. This act of imperialism keeps these nations less developed. As for why the level of development differs from nation to nation in these non-Wester regions, colonialism wasn't conducted the same way everywhere and past (the formal end of) colonialism they were not acted upon equally. How they are treated now is going to be a mix of what they can provide to be exploitedand the extent of power the West can exert given the current circumstances.
