Not trying to play devil's advocate here but ever since kojima left konami he's been busting all his budget into rubbing shoulders with hollywood stars. i like his games but i cant shake the feeling that he did his original voice acting team really dirty and basically discarted them in order to push hollywood stars.

that being said, did he blew all the MGSV money by hiring kiefer or was there something else?

It was obviously Kojima. The missing ending chapters are far from the main issues with the game. The level design is a disaster and the writing definitely showed signs that was the point Kojima started smelling his own farts and thinking that he was some kind of savant, when his writing abilities are a 5/10 at best if we apply actual film industry standards.

But really the most damning evidence is how Death Stranding turned out. It has so many of the issues MGSV had and no one can point fingers at Konami for that.
