Auch aus Eigeninteresse. Das ist tatsächlich schockierend. Ich krieg nicht so viel mit von deutschen "domestic issues", weil es mir mit Verlaub scheißegal ist, das meiste.

"Excerpt from the minutes of the German government press conference on July 2, 2025"
Giese [FO (foreign office)]
The German government has been monitoring the activities of the media platform “red.”, which is operated by a company registered in Turkey, for several months. “red.” presents itself as a revolutionary platform of independent journalists. However, it has close links with the Russian state media outlet “RT”.
We can today say with certainty that “red.” is being used by Russia for the targeted manipulation of information. We were able to establish this as part of a "national attribution procedure". The basis for this is a comprehensive analysis by the German security services.
The aim of such campaigns is clear: Russia uses platforms such as “red.” to weaken social cohesion in Germany and Europe by manipulating debates and artificially fuelling them with misinformation, by fomenting mistrust in facts, in the media and in democratic structures, and by discrediting state structures or portraying them as incapable of action.
Together with our EU partners, we have imposed sanctions on the people behind "red.". In concrete terms, this means, for example, that assets within the EU are frozen and, depending on the individual case, travel restrictions apply. We also share our findings with international partners and we are in contact with the operators of social media platforms, who must take action against the spread of disinformation.
I would like to say very clearly that there are consequences for those who deliberately spread disinformation and manipulate information on behalf of Russia or other states. Just as we are working with our partners to take action against those who economically support the Russian war of aggression against Ukraine, we are also taking action against those who systematically spread disinformation on the internet, because this also threatens our security, and we are defending ourselves against this.
Dr. Rinke (Reuters)
Mr. Giese, perhaps you could explain how this attribution came about. Because very often it is not possible to check the background exactly. Why was that possible in this case?
Giese (FO)
This was due to the close cooperation of almost all German security services.
Dr. Rinke
Because you mentioned Turkey, where the headquarters are apparently located, is there an information exchange with the Turkish authorities? Have they also been asked to take action against this platform?
Giese (FO)
There is information exchanged with the Turkish authorities.
Supplementary question Dr. Rinke
But no demand for Turkey to become active in any way?
Giese (FO)
There is this exchange. I have already said that the European Union has imposed sanctions.
Question Warweg:
We already discussed this case here a month ago, when the editor-in-chief of “Red Media”, Hüseyin Doğru, was heavily sanctioned by the EU and his wife's account was blocked. Yesterday it became known that the health insurance company told him and his wife that no more medical treatment would be paid. His wife is seven months pregnant and is in a high-risk pregnancy. He is not allowed to leave or enter Germany. He is a German citizen - contrary to what the Federal Foreign Office says; this has been verified.
Against this backdrop, what interests me is that the Foreign Office has so far denied everything and said that it does not have to comment on this - which you have now done - because this is a joint EU sanction. I am interested in the Justice Ministry's assessment of this. Until now, I have always naively thought that these massive encroachments on the fundamental rights of German citizens and journalists can only be carried out on the basis of applicable German laws, approved by the German Bundestag. Does the EU really have the right, as the FO implies, to intervene so massively in the constitutional rights of a German citizen by means of sanctions?
Kirschner (Ministry of Justice)
I cannot comment on the specific individual case here. This is a European legal framework for these sanctions. The Federal Foreign Office is responsible for this within the Federal Government. In this respect, I have nothing to add.
Giese (FO)
If I may add something, there are of course legal remedies against this. Unlike in Russia, law and order apply in the European Union. Of course you can take action against this legal act. According to the information I have, there is also legal representation.
Additional question Warweg
The EU Commission's argument so far, if I have understood correctly, has been that Mr. Doğru indirectly strengthened the activities of the Russian Federation with “Red Media” by reporting critically on pro-Palestinian protests in Germany. This indirect argument somehow has a bit of an Orwellian ring to it. Can you say that it remains the stance of the German government that reporting on pro-Palestinian conflicts is seen by the German government and the EU as indirect support for Russia? That would be an approach that could, if in doubt, be applied to any reporting critical of the government. Could you perhaps clarify once again what the German government's position is on this?
Giese (FO)
I have already said what I can say about the reasons for this attribution. Incidentally, the reasons for the listing are public. Anyone can see it. You can do that too.
Supplement Warweg
I quoted from it. It is argued with this indirect form.
Giese (FO)
As I said, this is an EU decision. But it is exactly as it has been made.
Question Dr. Kornmeier (ARD)
To what extent were you able to verify in the context of this attribution whether or that “red.” is a successor to “Redfish”?
Giese (FO)
I would have to ask my colleagues whether that is part of this attribution. I have just presented the attribution to you. It's about the activities of “red.”, not about succession issues. But if I have anything else on this, I can tell you when my colleagues write to me.
Question Jäckels (taz)
I would also be pleased if you could add this. - Russia is by no means the only country trying to influence the German discourse and specifically the Internet discourse. Last year, for example, ZDF reported on targeted Israeli chatbots that are trying to influence the discourse on the Gaza war. Are there also measures to counter this when they are not our enemies, but our friends?
Giese (FO)
In general, manipulating information, manipulating public opinion in a hostile way against Germany, naturally calls the security agencies in Germany into action. I don't know what you are implying with your question. I am not aware of that. I cannot say. But in general, the security agencies in Germany are of course looking at who is trying to influence public opinion here.
additional question Jäckels
Once again, to be specific: Has there been an exchange with the Israeli government in the past two years regarding this manipulation of information in the German discourse? Has there at least been a warning that this should not take place?
Giese (FO)
I have not commented on what you are now insinuating. I am not aware of it. I would also be reluctant to comment on the security agencies in Germany as a whole because I am only sitting here for the Federal Foreign Office.
Question Jung (jung & naiv)
Do I understand correctly that you are only interested in disinformation from enemy states?
Giese (FO)
We don't want to open up a philosophical discussion right now.
Addition Jung
That's not philosophical.
Giese (FO)
“Disinformation” also implies a little bit of negative intent.
Supplementary question Jung
You have just raised the context of Mrs. Jäckels' question. Are you talking about disinformation from all foreign states or only from hostile states such as Russia, Iran, etc.? It has been proven that disinformation campaigns are also being conducted by friendly states in Germany.
Giese (FO)
As I said, the disinformation that we check - that insinuates that it is done with hostile intent. That is also inherent in this term.
Addition Jung
Disinformation can also be done by friendly states so that these states maintain a positive image here. It makes no sense that disinformation comes exclusively from enemies!
Giese (FO)
As I said, this is an orderly procedure. It would be a bit of a stretch to go into the differences between information and disinformation. But we are talking about things that are not true.
Question Warweg
Once again in order to understand this assessment: Have I understood you correctly that the assessment you have just formulated on “Red Media” is based on intelligence findings that you presumably do not plan to publish?
The background of my question is that Mr. Doğru has commented very explicitly on several occasions and said that “Redfish” was cross-financed by “Ruptly”, but that he then set up this new left-wing media portal with friends, so to speak, and that he himself at least ruled out the possibility of cross-financing through Russian money.
You contradict these statements by him. Is it about Russian money, or what kind of influence is it? After all, a German citizen and journalist is being massively sanctioned here without any court ruling. Then the public would need a bit more information than a reference to some alleged intelligence findings.
Giese (FO)
I didn't use the word “intelligence” at all. These are all kinds of findings - including many findings that are publicly available. As I said - I can only repeat myself once more - there is legal recourse against this. An orderly legal procedure against it is possible.
Additional question Warweg
Both sides have mentioned that all his accounts have been frozen. Can you please explain to me how one can legally defend oneself if one no longer has any financial resources, apart from regularly requesting one's emergency fund from the Bundesbank, if I am correctly informed, in order to at least be able to buy food and medicine?
Giese (FO)
One of the legal consequences of this sanction is an asset freeze. That is the consequence of the actions.
Additional question Warweg
My question was: How should lawyers be paid then?
Giese (FO)
I have already said this before. I don't want to go into too much detail, but according to my information there is legal representation. So that seems to be possible.
Supplementary question Warweg
My question was: How should a person affected by sanctions, whose accounts are - - - -
Chairwoman Wefers
No. Now - - -
Shout-out Warweg
Sorry! This is about a colleague. A little solidarity from you could also be shown!
Chairwoman Wefers
Mr. Warweg, I don't see any other colleagues here who would like to make a more in-depth contribution to this.
Addition Warweg
That also speaks for itself.
Chairwoman Wefers
That's your opinion. We're happy to leave it at that.
