Well I’m sure in any given case there’s some logic driving the Kremlin’s actions and decisions (or the lack thereof). So I’m never actually defending anything as though it’s a decision I would personally take, so if it’s not that Budanov is rhetorically called a terrorist but is actually legally considered that by the Russian government, okay fine then there has to be another reason, my second guess being that for both sides they’re just satisfying Trump’s demand for negotiations and neither considers it to be negotiation in earnest. The US aggression against Iran seriously undermines their credibility as participants in negotiations to resolve the conflict in Ukraine and once again convinces Russia of the need to continue the Special Military Operation (SMO).

But defeat is definitely an end of hostilities without securing all the oblasts they held referendums in and accepted them as parts of Russia officially. IMO if Zelensky or anyone reasonably considered part of the current Banderite state is the leader by the end of hostilities, that’s a bit more ambiguous and entirely depends on how that leadership is received in peacetime. If they’re all arrested or exiled or killed then based, else if they able continue to run their fascist state with endless EU funding and Ukrainians continuing to be tolerant or even supportive of their continued leadership then Russia will have made a miscalculation in ending hostilities.

What would be the necessary conditions for Ukraine to capitulate?

First, the people could choose to end if they want it so. They have already tried to end the conflict by electing Zelensky, and it failed. He turned against much of his base. Elections have been postponed, Zelensky has a weak mandate and any form anti-war political expression, be it protests, parties, whatever, are explicitly outlawed. Ukraine has become a full-on dictatorship. A popular uprising is impossible when all the people who are opposed to the regime oppose it because they don't want to die.

Second, Ukraine could run out of armaments. This is impossible because Russia has chosen to not punish the countries which produce armaments for Ukraine. This was slowly forgotten during the Cold War because of all the proxy wars, but when one army supplies arms to another countries which is fighting a war, both of them become participants. Under international law Russia has the right to declare war on NATO. Of course it's understandable that Russia doesn't want to risk a nuclear war or if it's scared of taking on all of NATO, but if the other side is doing it… Russia could explore certain types of limited action. Attacking naval trade routes, overseas military bases, symbolic strikes, etc.

So is there anyone who could choose to end the war from the Ukrainian/NATO side other than the Ukrainian people, assuming that there is no general collapse in the fighting capabilities of the AFU? The Ukrainian political and business elite of course as there is no one else left. But when those people can still make money from legal and illegal activities, send it to a Western-aligned tax havens and quickly escape the country if Russia somehow wins in the future, there is no incentive for them at all to make peace. Decapitation strikes could make them feel the weight of the war the same way ordinary workers experience it. It would force them to either flee or finally put pressure on the government to adjust policy to the realities on the battlefield, hopefully leading to capitulation.

What we have instead is a slow extermination of the Ukrainian adult male population, sanctioned by all parties involved. If this process is completed, the Ukrainian army would collapse. This is the only way which will definitely lead to a Russian victory and isn't just a promise by a politician who clearly has other interests. The most ironic part is that the Ukrainian leaders with far-right nationalist backgrounds are the ones who are softer towards Russia. People like Budanov are hinting at an eventual ceasefire, while it's the NGOid Sorosites who are saying that Ukraine should continue fighting for several years and more, and refuse to even say the word "ceasefire". Therefore if Russia wants to achieve anything under its current strategy and with the mythical pro-Russian uprising nowhere in sight, they will be forced to make a deal with the nationalists and basically further nazify Ukraine. After all, why is it forbidden for a Ukrainian patriot to love Russia when both nations descend from the Rus? And maybe it was the Jews all along who orchestrated the Ukraine War on both sides to exterminate Slavs…

The most important thing is that Putin will go to heaven. He was respectful, kind, generous and honest to everyone around him, whether it be an oligarch wishing for trade channels with the West or his Ukrainian and NATO "colleagues".
