Fundamentally, the Imperial couldn't "afford" to train more officials because of cultural precepts, not because they had some fundamental issue collecting revenue. Confucian governing philosophy is funnily enough very libertarian; a good Confucian emperor kept taxes low and governed with the lightest touch. This makes sense if you understand Confucianism was always originally the ideology of the aristocrats who didn't want the central government, under the guise of the Emperor, taxing their wealth and imposing and undermining their social/cultural position in their local province.
So the Qing Emperors, wanting to be good Confucians, were allergic to raising taxes and expanding the bureaucracy. So neither you nor the other anon are correct. The Emperors could afford to educate more officials, but they refused to. The exam was pointlessly complicated, but that didn't really change in the 18th century and in a sense the test was becoming more gameable with more thorough test prep material circulating around.
One final thing though:
