Whatever bloodsucking that Canadian corporations would hope to do would no doubt be possible in whatever post-IR regime the Americans might set up, and its not like our insignificant participation would tip the scales at all. It would also be a very unpopular move given the public attitude towards the US right now. The only motivation I could think of would be that he's hoping to butter up Trump in advance of the upcoming trade negotiations.
