I highly down America would be able to ramp up and more than double it's oil production in time to compensate. Even if every other country like Saudi and Russia etc worked together to increase production (assuming it's even possible), they wouldn't come close to making up for the gap in time to avoid crossing critical thresholds and global market spiraling if they don't make a deal and open up the straight.
