Salo is just the tip of the iceberg for its shock value, he was initially an edgy communist writer and poet against Catholic religion. Italy was the Western European country where communism was the most popular, GLADIO started for this reason, and Pasolini was already influential among the arty left-wing of Italy before Salo. Many "unexplained" deaths/suicides/bombings happened during that time, see the 1980 bombing of the Bologna train station, and the death of Giuseppe Pinelli, there are even suspicions that the Red Brigades were manipulated by SISMI into killing Aldo Moro because he was the last non-corrupted centrist politician of Italy. Silvio Berlusconi was part of Propaganda Due by the way.
I'm sorry, I made a mistake, Pasolini wasn't anti-Catholic. However he was openly gay, and Italy is a somewhat conservative country.
