ICC rules that Philippine ex-President Duterte must stand trial for murder
The case will now be assigned to a trial chamber which will start planning for a trial. In previous cases, it has taken the ICC up to a year between the confirmation of charges and the opening of a trial. Prosecutors have said Duterte created, funded and armed death squads to ​target and kill suspected ​narcotics peddlers and users when ⁠he was in power between 2016 and 2022. He was arrested and taken to The Hague last March.

War with Pakistan halts school for Afghan border children
The Barikot school is one of 22 in need of urgent reconstruction in Afghanistan's northeastern Kunar province, according to the United Nations Office for the Coordination of Humanitarian Affairs (OCHA). About 12,000 students displaced or affected by the war need safe spaces to learn or catch up on classes in Afghanistan, OCHA said in a report this month. Along Barikot's high street, shops were shut, and some had been reduced to rubble.

NEPAL’S home minister resigned on Wednesday, saying there have been questions raised about his investments and other matters. Sudan Gurung, who took office on March 27, is the second cabinet member to exit in a month. Palestinian boy, 14, among two killed in settler attack near West Bank school
The Palestinian health ministry said Aws al-Naasan, 14, and Jihad Abu Naim, 32, were killed in the attack on the village of al-Mughayyir, in which three others were wounded. The head of the local council told Reuters that Israeli settlers had entered the village and opened fire near a school – first at students, and later at others who arrived at the scene. Witnesses said settlers were later followed by Israeli soldiers.

US to ‘shoot and kill’ Iranian boats laying mines in Hormuz, Trump says
The Pentagon said on Thursday that the US military conducted a “maritime interdiction and right-of-visit” to a tanker carrying Iranian oil in the Indian Ocean. Earlier this week, the US military also said it seized an Iranian vessel and ordered dozens of others to turn around.

Zohran Mamdani Has a Choice on Free-Speech Restriction
New York City Mayor Zohran Mamdani is currently facing a choice: whether to veto either of two protest buffer-zone bills passed by the city council late last month, which critics say would be a major blow to free speech. Intro 1-B and Intro 175-B, the “buffer zone” bills, would enable the New York Police Department (NYPD) to enact restrictions on protesting around houses of worship and educational institutions, respectively. Both bills passed the city council on March 26, and both have drawn extensive criticism. Unions, civil rights groups, activists, and the city’s ascendant democratic socialist left have argued that passing the bills would curtail the right to protest in large swaths of the city. The mayor has thirty days to veto or sign laws after they are passed by the council. If he does neither, the bill automatically passes. Mamdani’s last chance to issue a veto on both or either bill is this Saturday. Opponents are concentrating on Intro 175-B, the Education Buffer Zone Bill. Unlike Intro 1-B, Intro 175-B passed the city council without a veto-proof majority, which leaves room for a Mamdani veto to sink the bill. Critics of the bill point to how broadly it defines educational institutions. The final version would apply protest restrictions to “any building, structure, or place where educational programming takes place. . . . [This] includes but is not limited to public and nonpublic childcare programs, early childhood programs, elementary schools, middle schools, junior high schools, high schools, colleges, and universities.” Furthermore, the bill is vague about the exact type of action it seeks to regulate. The language of the proposal aims at preventing “interference” and “intimidation,” which it defines as “restricting an individual’s freedom of movement” and/or “placing an individual in reasonable fear of physical harm to themselves or to another individual.”

Lula’s Battle for a 40-Hour Work Week
On April 14, President Lula submitted a bill to Congress that, if passed, will reduce Brazil’s work week to 40 hours. It was submitted under the legal condition “constitutional urgency” meaning that Congress is required to bring it to a floor vote within 45 days. During a press conference the following day, Lula’s Chief of Staff, Guilherme Boulos (PSOL) said that he believes the measure will be passed within 3 months. The Lula administration has spent the last 3 years negotiating behind the scenes with the powerful parties from the center right, and waiting until they were confident of securing a “yes” vote to submit the bill. After all, it’s an election year and no one wants to have to explain to their voters why they don’t support reducing their work week. During the late 1970s, Brazil’s US-backed military dictatorship initiated a process of democratic opening. Unions were begrudgingly allowed to strike, although leaders continued to be arrested, as Lula himself was in 1980. Amnesty was granted to thousands of political exiles who were allowed to return to Brazil, and new political parties were allowed to form, with the Workers Party founded in 198o, by a broad tent coalition of labor unions, social movements, intellectuals like Paulo Freire and Sergio Buarque, and argumentative trotskyist groups.
