This is a Chinese proverb oft repeated on here when various anons attempt to weight the non-interventionism of the Communist Party of China against the Reformism of the Western left. It is sort of an impasse. A conversation, not perfectly representative, but perhaps typical: might go like this:

Anon A: Save us, president Xi, launch the nukes now
Anon B: You just want China to do your revolution for you. You outsource every job to them, including the job of being Communist. But guess what? Auygh cracked from the inside is new life, auygh cracked from the outside is food!
Anon C: Heheh, you fucking dengoids will make any excuse for the CPC being a selfish bourgeois nation concerned only with its GDP.

The sort of tension is about what makes you more angry: The CPC's non-interventionism, or the western left's total impotence? For me the latter is a much bigger obstacle, and I'll say why: Even though the working class has no nation, and Communism is the real movement to abolish the present state of things, it necessarily first manifests at national and regional levels, Even in one country a communist party isn't equally strong everywhere. It has strongholds of support in one region, and other regions that are more reactionary and hard to gain support in. So if a country like the USA has no revolutionary, militant, armed, training, proletarian movement, it doesn't matter how much the CPC or someone like that intervenes… it's not going anywhere. The egg really does have to be cracked from the inside. And while "the proletariat has no nation," many working class people are still hoodwinked by their bourgeois national identity, just like they are hoodwinked by race and religion, because these identity groups are the primary way people who are not yet class conscious process politics. Any interventionism by the international proletariat will make local communists look like 5th columnists, traitors to the nation. But if the movement starts from the inside without much help, the egg is being cracked from the inside, so to speak. After initial inroads are made, international cooperation becomes more justifiable. As for the CPC in particular, if one believes they are truly opportunist, anti-communist, or becoming bourgeois, then why beg them of all people for help? They will only spread their opportunism. You can judge them for being bourgeois, or judge them for not helping, but to judge them for both at the same reveals that you want help from the bourgeoisie. That's not coherent. So what I would like is for the Western left to become stronger. It may take several more crises and declines in the standard of living for that to happen.

This assumes that the two exist in isolation from one another, but that simply isn't the case. The mere existence of the USSR in fact gave a tremendous boost to the revolutionary left all over the world. It proved that a proletarian revolution was possible, that socialist construction was possible, and this lent substantial legitimacy to the worker's movement and socialist ideas in general. The flip side of course is that this came on the back of a worker's movement that was already quite developed, even if it didn't have widespread revolutionary consciousness prior to 1917. If China were to take a more active and consciously revolutionary role in world affairs, if they were to outwardly promote themselves as an alternative to Western capitalism which other countries should emulate, then this would undoubtedly be a major boost to socialism in the rest of the world. At the same time however it would require workers abroad to be able to actually take advantage of this, which is where the burden (and the blame) falls on them.

TLDR: the two forces don't exist in isolation from each other, both can do better, and it would be to their mutual benefit.
