Albania is
just starting to "open up". A lot of Arabs, especially rich ones from Saudi Arabia, Afghanistan, Yemen, move to Bosnia, sometimes buying up whole villages, forming wahabi enclaves. Let's not pretend that Bosnia and Albania are the same, have the same culture or same access to the West.
Bosnians are culturally Muslim. They are Muslim like European countries are Christian. That's why foreign Muslims stand out in Bosnia, they wear their traditional garb, the women walk around in burqas. Bosnian women don't even cover their hair, they wear jeans, etc. Bosnia is a Western Muslim land.
That is why Bosnia is important, it is a gateway to the Middle East. That's why EU/germany wants to control it.

Russia/Yeltsin were doing anything the USA wanted, they were added to the council because they'd vote with the USA. I don't think today's Russia gets a say. And even if they did, they'd be outvoted. It'd be interesting to see if Europe symbolically invites a Russian representative per agreement.
