They want to ignore far left networks like Juche, anarchists, Maoists and pacify them quietly. At the same time they want to give funding and support to liberal protests to pull people away from ultra left riots and insurgents. That way the far left protests can be blocked off and handled by local police in ways that won't be caught on camera for headlines.
