The Soviet officer purge is often very misunderstood.
The soviet union as was said previously was going trough a massive and rapid military expansion and as such would've lacked the necessary number of experienced officers to staff them even without a purge.
Second.
The officer purges were almost entirely targeted at the upper echelon of command.
So portraying the amount of officers purged compared to the total number of officers is again not really an accurate way of portray its scale.

I think it's one of those things that doesn't necessarily have a right or wrong answer, especially when you're looking at it in context rather than from hindsight.
