Nuclear weapons are the only solution as the development of a military alternative that would be equivalently deterrent (a MIC parallel to the USAs) would never be allowed to be developed by the USA. They would sabotage it, as they have done historically, through economic (IMF and other institutions), political (CIA and other USA intelligence institutions), and military intervention.
