By my calculations, Turkmenistan is the least imperialist country on Earth, because its exports-to-imports ratio is higher than any other country. It produces for others far more than it imports.
China is less imperialist than great Britain, but more imperialist than Turkmenistan. China exports more than it imports, but relies on cheap petroleum imports from Turkmenistan.

Trade balance is not a measure of imperialism. Imperialism in the Marxist sense isn't “who sells more shit abroad.” Lenin's analysis concerns the concentration of capital, the dominance of finance capital, the export of capital, monopolies, and the division of the world among major capitalist powers. A country can run a trade deficit and still be an imperialist power; Britain is the obvious historical example. Conversely, a trade surplus doesn't magically make a country non-imperialist. Turkmenistan having a gigantic export surplus mostly tells us that it exports a shitload of hydrocarbons relative to what it imports. It does not mean the Turkmen working class has somehow achieved the highest stage of anti-imperialism. A petroleum-exporting economy dependent on one overwhelmingly important commodity is hardly a useful metric for proletarian internationalism.
If you want to measure imperialism, ask who owns capital, where capital is exported, who controls productive and financial assets, who has monopoly power, who commands investment and technology, and what political/military apparatus protects those interests internationally.
