Of course not, but the Military and security apparatus that rules the US would absolutely start it over NATO and US hegemony in Europe. Latvia itself is beside the point. If Russia invades a NATO country, that country will invoke article 5. If NATO doesn't respond accordingly then the entire alliance immediately is revealed to be worthless and disintegrates, meaning the collapse of US imperialism in Europe. The American ruling class would absolutely go to war with Russia to prevent this.
