Personally I think evidence leans towards "The Holocaust" referring to all the nazi mass murder, and not just the jews, though I am open to persuasion.
Furthermore I think people did care about it when it was a contemporary event, and the soviets seem proud of their work in liberating the concentration camps, as well as the Nazi-occupied countries like Belarus, Poland and Ukraine.
