Matrix.org had a serious database problem due to a RAID failure, they have been restoring 55 TB of data for the last 14 hours and it's still not done yet, then they will have to replay the activity of the last 17 hours on the database. This takes a long time, but it should be operational later during the day or by tomorrow.
Matrix instances and accounts not hosted on matrix.org are unaffected.

For normal users, maybe setting up a temporary cytube room could do the trick.
For moderators, maybe the webdev and admins could set up a secret board for communication accessible only with a mod/admin/dev account, but I doubt it's doable quickly especially since they all have day jobs AFAIK.
I'm not sure if mods truly need matrix to be operational at all time, knowing that the report system is integrated into the website, as long as they only clean up obvious bait/spam, restrict themselves to uncontroversial actions in short, I don't think it's an issue as long as the matrix rooms are back soon.
