One of the core issues I've seen in imageboard moderation and upkeep is that the worst posters have the most freetime due to lack of social life and employment while the best posters and wisest mods are absent due to being well adjusted grass touchers. I honestly don't know how'd you get around this problem. There was a similar problem on /420/ not too long ago of a random no lifer spamming ai slop threads since no real human beings on the site actually fw them, I wouldn't be surprised if its the same guy tbh.
