Try to improve the social conditions of the common person so they don't ever consider joining an organization and find ways to integrate them better in the community in ways that aren't predatory to the community. But there will always be people who will want to join such organizations because crime will probably always exist and there will be those who want to get rich or look cool and macho while doing something that will probably make them look cool and macho. Essentially just keep improving social conditions until organized crimes influence is minimal and work with those you can actually work with
