Why is it that America is the only country in the world where a child that looks like picrel can be classified as "Black"?
It makes no sense. Biracials and multiracials who are mixed with Black are not Black unless they're distinctly perceived as Black. Having a Black parent or grandparent doesn't make you "Black" if you're the same colour as a banana smoothie. The One-Drop Rule is, frankly, archaic and only applies in an American context. If the child in picrel were to go to, say, Africa, the Caribbean, or anywhere in LatAm (yes, even Argentina) he would not be perceived as Black but would be very high on the racial hierarchy in those regions. In fact, in many countries where Black folks are the majority, you have a caste of people who are mixed-Black who deliberately choose to segregate themselves from Black people by living in their own separate gated communities and whatnot; Jamaica is like this and so are African countries like South Africa and Angola.
With that said, why are Americans still so hellbent on classifying anyone with 25% Black ancestry as "Black" even when they don't look Black at all?
