IMO the much more likely possibility is nuclear normalization. A country uses a nuke (99.99% chance it's the US), the world doesn't end, everyone realizes MAD is bullshit, and nuclear-armed countries start using nukes casually in localized conflicts, leading to devastating long-term effects.
