No, it was very explicitly a psyop by the Sith to manufacture a crisis that would allow Palpatine to seize absolute power. In the films its also implied to basically be a sockpuppet of a bunch of giant corporations who didn't wanna pay taxes. The Clone Wars fleshed it out a bit more so that it actually does have popular support and a civilian government, but even there it's strongly implied to be controlled by big porkies and of course is still a tool of the Sith.
