Hobbits do have to work actually. The Baggins' are just loaded so they themselves don't really have to, but others do. Sam is Frodo's gardener for example. But yeah, Tolkien was basing the Shire on an idealized version of rural England where nobody has to work too much (and can do so at their own pace), social hierarchies are benign and non-oppressive, and society is generally harmonious. It's something of a reactionary fantasy really, but at the same time is probably closer to how an agrarian socialism would be in practice.
