Engaging you with a subject beyond the scope of rigorous knowledge seeking. So art won't teach you anything concrete about politics, but it can make you see the humor in something, or make your bedroom cozier, or encourage you to do something new, or give you a way to connect with other people, and so on. This is important to fulfill our emotional needs and keep us curious and interested in the world. Of course, as a secondary "practical" effect it can also teach you new words or make you think about something a little.

"Art" is not a fixed category and we shouldn't assume that there is a common purpose between everything we shove into that category today. We might treat an ancient political satirist like Juvenal as an "artist" and then suppose he must be similar to those of today, especially those who are also "political", but he was writing for a specific audience in a specific milieu and had strong reason to believe his writing might actually influence powerful people, whereas an anarchist punk rock band playing to fifty drunks in a dingy bar does not.
