While suburbia is in large part a product of "white flight", there's plenty of places in the US with minimal black people that are still car dependent hellholes. The main factors are the car and oil industries which dismantled public transit in the 20th century. Race is just used to scare suburbanites into voting against good policy.

I remember Europeans used to chide Americans about how racist we were, then a few million Muslim immigrants later they turned into Hitlerites and started dismantling their social democracies (thank you, Obama). If a Westerner advocated for China's immigration policy you'd get called a fascist, and people like their public transportation, although they still mostly use cars. Not sure about South America.
