and what are they gonna collectivize anyway? the water? the camels and cattle? you can't just put all pastoral animals, put them in a universal pen and redistribute them, when the USSR tried that in central asia they almost had famines because every animal was used to its original shepherd and they literally started killing their own sheeps in Kyrgyz in resistance, yes there were central asian kulaks for cattle
