You're both right. It happened, it wasn't common, but even the Romans did it early on. They had serious taboos against it but so did many cultures that practiced it. It seems to me like it happened under times of extreme societal stress, often in the face of an existential crisis. I've been curious about the material causes and how/why it would've been or seemed to the ancients to be a solution both materially and spiritually.
I'm no expert though, and ancient history is hard to parse even for people who are.

demonstrably false and there are 3 classic examples of propaganda throughout recorded history

1. lying about your political enemies was very comnon back then, especially after their death, after all, whos gonna fact check you? the pope borgia is the most famous example, being accused of incest, orgies, murder and extensive corruption, we dont know how much of it is true because after his death many noble families and later writers within rome had reason to drag his name through the mud. furthermore, it was common for people to be "erased" from history, like pharaohs or roman emperors, meaning that old statues would be brought down, coins would be melted and records would be erased
   
   
2. lying about your own achievements to gain political capital. frequently kings and generals would lie or exaggerate their own achievements. this is why claims about army sizes are rarely taken seriously by historians, an example would be julius caesars writings on his achievements during the war agaisnt the gauls, or writings about the prophet muhammads battles
   
   
3. lying about subjugated peoples in order to justify their slavery. romans and greeks portrayed barbarians as uncivilised naked savages when archeological evidence shows that they actually had complex societies, romans would also lie about hebrew religious practices, either out of malice or genuine misunderstanding.
