Recently I saw a video essay that critiqued technocratism, and it was decent, but it kept calling non-technocratic politics non-technical, which annoyed me.

Politics is inherently technical, but not every technical field is gonna mesh onto every other technical field. An electrician can't vibe their way through doing programming or plumming by imagining it as electrician stuff; same for politics. That's why technocracy fails; it's people with knowledge in one technical field arrogantly thinking they can be proficient in another by treating it like the one they're proficient in, rather than actually learning the technicals of the one they're coming into.

but more importantly, I have been trying really hard to figure out what "technocracy" means, and so far the vibe I have got is that it has basically 2 meanings
  1. it can mean that some % of a government needs to have a stem degree
  2. or it can mean that a significant part of the government is a naked lobby for capital

number 1 is meaningless, number 2 is just capitalism. just call it capitalism

I think the assertion of technocracy is you're supposed to view 1 and 2 as being synonymous in accordance with the myth of meritocracy under capitalism. That the reason quintillionares are such is because they're the stemmiest of stem, rather than the reality; that they're permanently inebreated nepobabies that never learned caution or the ability to admit that a plan didn't work.
